Miroslav Jovanović je rođen u Novom Sadu 1957. u kojem je završio osnovnu školu, gimnaziju i Višu ekonomsko-komercijalnu školu 1977. Diplomurao je na Ekonomskom fakultetu u Beogradu 1979. na kojem magistrirao 1985. i doktorirao 1988. Deo poslediplomskih studija proveo je na Univerzitetu u Amsterdamu i Kvins univerzitetu u Kingstonu, Ontario (Kanada). Radio je u Agrovojvodini i Naftagasu u Novom Sadu pre odlaska na rad u Ujedinjene nacije u Njujork 1989. U razdoblju 1992-2017. radi u Ekonomskoj komisiji Ujedinjenih nacija u Ženevi u oblastima stranih ulaganja, ekonomske integracije, ekonomske tranzicije i povezivanja Evrope i Azije. Od 2008. Predaje ekonomsku politiku Evropske unije, međunarodnu ekonomsku integraciju i ekonomsku tranziciju na državnom Univerzitetu u Ženevi. Predavao je u mnogobrojnim zemljama širom sveta i u Srpskoj akademiji nauka i umetnosti. Autor je brojnih članaka u svetskim ekonomskim časopisima i brojnih udžbenika objavljenih u Britaniji, Sjedinjenim američkim državama, Kini, Grčkoj i Srbiji. Dobitnik je Daejang nagrade (Seul) za 2010. godinu za najbolji članak (globalizacija) objavljen u The Journal of International Integration.
